UNCAP Certifies 12 Drone Pilots, Trains 21 Female Military and Police Personnel, Boosting Peace Operations

The United Nations C4ISR Academy for Peace Operations (UNCAP) successfully concluded the 14th edition of its Women’s Outreach Course (WOC) and the 9th edition of the Micro Unmanned Aerial Systems (M-UAS) Remote Pilot Course. 

These biannual training programmes—held from 12-23 May 2025, at the Regional Service Centre in Entebbe (RSCE)—were delivered in English and generously funded by the Government of Canada, with technical support from the governments of France and Uganda.

Mr. Claude-Michel Cimbert, Liaison Officer of the Royal Canadian Mounted Police (RCMP), the representative of the High Commission of Canada in Nairobi, highlighted his country's commitment to peacekeeping, saying:

“These courses do more than improve peacekeepers' technical and operational abilities. They serve as a platform to advance the values that Canada holds dear—gender equality, inclusivity, and the responsible use of technology in today’s complex peacekeeping environments. We recognize that diversity and innovation are essential to building a more effective and agile peacekeeping force.”

WOC

The 10-day Women’s Outreach Course focused on essential C4ISR technologies. Through a blend of theory and hands-on exercises, participants gained practical skills to enhance their effectiveness in peacekeeping missions. 

This initiative supports UN Security Council Resolution 2122 (2013), which advocates for increased participation of women in military and police roles—an essential step towards gender equality and operational excellence.

Twenty-one participants, representing Angola, Germany, Ghana, Indonesia, Côte d'Ivoire, Jordan, Mexico, Nepal, Paraguay, Peru, Senegal, Sri Lanka, Tanzania, Ukraine, Vietnam and Uganda, participated in the course. Their diverse backgrounds strengthened the program by encouraging teamwork and sharing knowledge across cultures and mission settings.

M-UAS

The M-UAS course provided in-depth training in drone operations, regulations and risk management. 

Designed to strengthen surveillance, reconnaissance, and operational support capabilities, the course equipped peacekeepers with the tools needed to enhance mission safety and efficiency. Twelve participants from the following entities attended received training:

UNOE trainers shared their extensive knowledge of peacekeeping operations.

  • African Union Support Office in Somalia (AUSSOM)
  • United Nations Office to the African Union (UNOAU)
  • United Nations Interim Security Force for Abyei (UNISFA)
  • United Nations Support Office in Somalia (UNSOS)
  • United Nations Interim Force in Lebanon (UNIFIL)
  • Uganda People’s Defence Force (UPDF)

Expert trainers from the United Nations Global Service Centre (UNGSC), the Department of Peace Operations / Information and Communications Technology Division (DPO/ITS), RSCE, the French Drone School, and the armed forces of Uganda, Morocco and Bangladesh shared their extensive knowledge of UN-Owned Equipment (UNOE) and peacekeeping operations, providing high-quality instruction and ensuring effective transfer of skills and expertise.

In addition to Mr. Cimbert, the representative of the High Commission of Canada in Nairobi, the other dignitaries present at the joint graduation ceremony included ADC Jean Folio, Assistant de l’attaché de défense, près l’Ambassade de France en Ouganda; Brig Gen Flavia Byekwaso, UPDF Chief of Staff at the Uganda Rapid Deployment Capability Centre (URDCC) in Jinja; Emmanuel Ngor, the Chief of the Field Technology Service, RSCE; and Mark Polane, Deputy Chief, RFTS.

According to Mr. Ngor, “The successful completion of these courses represents a unified approach to enriching peacekeepers' skills, promoting gender inclusivity and leveraging technology to uphold global peace and security.” 
 
Together, the Women’s Outreach Course and the M-UAS Remote Pilot Course represent a holistic approach to capacity-building—fostering interdisciplinary collaboration, knowledge exchange, and a shared commitment to peace.
