An Innovative Solution
The activities of criminal and terrorist organizations have devastating effects on countries. They undermine financial stability, erode democratic institutions, create social inequalities, negatively impact on fundamental human rights, and threaten broader security.
Denying criminals and terrorist groups’ access to funding and financial services is a critical component of the international response aimed at dismantling these criminal enterprises. When done in compliance with international human rights norms and standards, this protects societies and fosters a safer and more prosperous world. In order to effectively combat organized crime and terrorism, governments and international bodies must stay informed and proactive in their approach.
The complexity of financial systems worldwide and the variations in national laws, architecture, and domestic responses provide an opportunity for organized crime groups and terrorist actors to exploit gaps in the system. By harmonizing practices and facilitating information sharing, international standards and obligations established by the International Community ensure that Member States become less attractive to criminals, terrorists, and their financiers.
The United Nations Office on Counter-Terrorism (UNOCT)/United Nations Counter-Terrorism Centre (UNCCT) and the Office Information Communications and Technology (OICT) are developing goFintel, a user-friendly application that leverages state-of-art technology to improve financial analysis for the benefit of Member States. goFintel is a new ICT software solution capable of adapting and responding to users’ evolving business and technology requirements. It aligns with industry's best practices. goFintel enhances the intelligence capabilities of Member States by strengthening their ability to collect, use, retain, and transfer tactical and strategic intelligence, while furthering compliance with international human rights norms and standards.
UNOCT is coordinating a human rights-compliant approach that requires an understanding of the broader human rights impact of the use and potential misuse of the application, supported by comprehensive human rights impact assessments, appropriate safeguards as well as meaningful monitoring and evaluation.
Enabling Collaboration among FIUs
Financial Intelligence Units (FIUs) around the world can use their own data scientists to customize or add business logic in accordance with national needs and share it with the goFintel community.
These advanced features include the ingestion of additional data types beyond Transaction Reports in XML format, advanced data consolidation, additional sources for automated screening, advanced strategic analysis queries, advanced visual profiles for the analytics tool, advanced data query rules, if desired, machine learning algorithms, customizable menu, and customizable export options.
The goFintel software is proposed as a frontier technology solution that would enable its future user community to analyze complex patterns of financial transactions and footprints. Member States that join goFintel can prioritize the development design of new features and take part in the development process.
Should a Member State require enhancements, such as the incorporation of Artificial Intelligence, they could be included in future versions.
