The UNCAP Journey to ISO 21001 Certification

The United Nations C4ISR Academy for Peace Operations (UNCAP) has taken a significant step toward international recognition of its training quality by undergoing a comprehensive ISO 21001:2018 audit and assessment. With strategic support from NATO under the Defence Capacity Building (DCB) package, the process underscores a shared commitment to professionalizing peacekeeping education through globally recognized standards.

The audit, conducted by the Institut Français d’Enseignement Stratégique et Opératif (IFESO) from 17–21 November 2025, marked a milestone in the mission of UNCAP to deliver world-class, standardized training to peacekeeping personnel worldwide.

Why ISO 21001?

ISO 21001:2018 is the international standard for Educational Organization Management Systems (EOMS), explicitly designed for institutions that provide teaching, learning or research. ISO 21001 addresses the unique needs of educational organizations, focusing on learner satisfaction, curriculum quality and continuous improvement.

The Audit Process

The audit was the culmination of months of preparation, including online meetings, document reviews and a rigorous on-site assessment. The IFESO team evaluated UNCAP’s compliance with the seven core clauses of ISO 21001, covering organizational context and leadership, planning, support, operations, performance evaluation and improvement.

Key activities included:

  • Interviews and Evidence Review: Assessing whether processes exist, are documented, and are consistently executed across all courses.
  • Gap Analysis: Identifying areas needing further development, especially in internal organization, documentation consistency, and formalization of quality management processes.
  • Action Planning: Recommending concrete steps for UNCAP to achieve full compliance, including standardizing documentation, updating policies, and enhancing collaborative work.

Findings and Impact

The audit found UNCAP to be partially compliant, with a “medium-reasonable” level of effort required to reach full certification.

Notable strengths included a highly motivated team, a growing evidence base, and existing quality management practices.

Areas for improvement centered on formalizing processes, improving internal collaboration, and ensuring consistency in documentation and after-action reporting.

Key Recommendations

  • Appointing a dedicated QMS team and aligning efforts with the ongoing ISO 9001 certification at RSCE.
  • Standardizing templates and documentation for all courses.
  • Revising Standard Operating Procedures (SOPs) to optimize organizational structure and align with ISO requirements.

The UNCAP pursuit of ISO 21001 certification is rooted in its mission to provide high-quality, innovative, and mission-focused education for peace operations. The Academy’s Professional Training Management System (PTMS) is built on principles of regulatory compliance, continuous improvement, innovation, equity, and stakeholder engagement. Certification will further enhance UNCAP’s credibility, support professional recognition for peacekeepers, and ensure that training remains relevant, effective, and aligned with global standards.

Looking Ahead

With the audit complete and a clear roadmap in place, UNCAP is poised to achieve full ISO 21001 certification within a year. This achievement will not only validate the Academy’s commitment to excellence but also set a new benchmark for peacekeeping training worldwide.
