Climate Analysis Risk & Resilience Agent (CARRA)

The Climate Analysis Risk & Resilience Agent (CARRA) is a generative AI tool developed by the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), in partnership with Accenture through the AI for Good initiative, with geospatial support from Think Blue Data.

CARRA helps users explore climate and disaster risk information for the Asia-Pacific region and generate structured analytical reports. It builds on ESCAP’s Risk and Resilience Portal (Risk Atlas), geospatial data, publications and existing analytical workflows.

Making Climate Risk Analysis Easier

Climate risk analysis often requires navigating multiple portals, datasets, spreadsheets and publications. CARRA brings these sources together through a natural-language interface, allowing users to ask questions, explore curated ESCAP data and knowledge, and generate draft reports for review.

The tool is designed to support risk-informed planning, climate and disaster resilience analysis, and the development of regional knowledge products, while demonstrating how AI can help advance climate resilience across the region.

Using retrieval-augmented generation (RAG), CARRA grounds its responses and draft reports in these curated sources rather than relying solely on generic AI model knowledge.
